EnCana's proposed Cabin Gas Plant in northeast British Columbia would emit over two million tonnes of greenhouse gases per year. This would represent a 3.27% increase relative to British Columbia's 2006 emissions — at a time when the province needs to achieve significant emissions reductions. EnCana is seeking an Environmental Assessment Certificate to build the Cabin Gas Plant without indicating how the project fits into a low-carbon future for the province. The Pembina Institute is calling on the British Columbia Environmental Assessment Office to ensure that the greenhouse gas emissions associated with this project are fully considered in the environmental assessment.

The ranking is based on criteria established by staff from the Pembina Institute and the David Suzuki Foundation, and is a joint publication.

On May 6, 2009, Prime Minister Harper signed a Summit Declaration with the European Union. The communique states that Canada and the EU will provide their "fair share" of financial support for climate action in developing countries. The Pembina Institute sent a letter to Prime Minister Harper to thank him for this commitment and to present our interpretation of Canada's "fair share".
